Dr. Rainwater is a decorated veteran, former Chief of Safety for USACE Los Angeles District, and a national authority on safety compliance. With nearly 40 years of experience across the U.S. Air Force and USACE, he brings deep insight into what it takes to meet — and exceed — government safety expectations.

His approach is precise, proven, and respected throughout the federal safety world. His programs have become the benchmark for what “right” looks like.
